I suppose that many considerations come into the design considerations as far as the manufacturer is concerned. Things like failure rates, what rate is Saab willing to accept and what will even a small failure rate do to their reputation which the are trying very hard it appears to improve on (no I don't want to hear about DI cassettes). You can see this when they limit the torque lower for automatic transmissions compared to manual transmissions as they did in with the 2000/2001 Aeros and my wife's 2003 9-3 SE Convertible (the horsepower is the same between manual and auto but the torque drops more the 25 ft-lb). They have cut the torque to save the transmission. Other things will also come into play like wheel spin and torque steer that could cause Saab to limit the BHP and torque.
The after market folks are less interested in such stuff because their customers are obviously less interested in such things or they wouldn't be buying the upgrades. The people that buy these things know that they may run into problems becuase of the extra horses and torque but are willing (like me) to take that risk. The tuners also do have some concern: I read recently on either this or the 9-3 board that one particular version limit the torque more for autos than for the manual version for the same engine.
