I haven't had Saab experience with this (my 9-5 is fine and I've only had one random message on my 9-3), but on my Volvo's, the filament sensor relay was very sensitive to differences in resistance between the two lamps of a pair. The Alldata wiring diagram shows a similar circuit to what I remember from the Volvo. Sometimes the only way to get the Volvo to quit signaling was to replace both bulbs as a set (usually brake lamps).
Another thought: If the connector to one of the bulbs is bad, that could be adding enough resistance to both melt the connector and show a difference in resistance to trip the filament sensor. For my $$, I'd replace the bulbs and clean up/tighten up the connector and see if that fixes it.
