You are only going to blow a fuse if you have a short in that particular subsystem.
A washer pump failue will most often result in an open circuit, thus not blowing the fuse, but the pump is dead.
Have you considered the possibility that there has been created a short in the wiring casued by the mechanics who installed your fuel pump and lines?? Any nicked wire with the conductor touching the car frame would constitute a short. It is possible that this malady was caused by recent events and not poor manufacturer quality.
SOrry you have gotten so jaded about your Saab. Good luck finding a solution. Do you know how to use a multi meter an check the pump motor to see if it has a short? After eliminating the pump, then I would suspect recent intervention.
Incidently, I had had no more trouble with my Saab than my previous car, a Toyota Camry. That being said, trouble for trouble the Saab is more costly. But that's ok w/ me - a sentiment I get every time I mash the throttle at 3000 rpm...
