It is possible even though I haven't heard about a Saab going bad yet.
On the Volvo 850/70 we replaced the control modules left and right, but Volvo have been a little bit smarter in seperating the hydraulic unit with the electronic unit even though they are bolted together.
The Volvo ABS computer cost about $470.00 plus 1 hour to replace.
Suggested retail price for the Saab 9-5 ABS/TCS computer/hydraulic unit is about $2500.00 so it looks like they are trying to make some extra money on you.
Looking through the shop manual to replace it, the unit it doesn't look to be all that difficult to replace (maybe 2-3 hours).
They probably have some diagnostic time included in the labor price too (as they should).
As for using a used one?? If the problem would end up being as widespread as the Volvos, it would be difficult to find a good used one.
What year is your car? the control unit differs between 99 and 2000.
