Brake squeal is caused by the pads vibrating as they rub against the rotor. The anti-squeal is a sticky compound applied to the back of the brake pads to damp out the vibration.
What causes squeal? Brake pad compound. The angle of the edge of the brake pads. Some cars squeal, others don't. I haven't seen a lot of squealing 9-5s.
It's normal in that there is nothing wrong with the pads or the braking. It's annoying, though. Solutions? I would replace the brake pads. When installing new ones, make sure that there is anti-squeal compound applied to the back. Make sure the anti-vibration springs are in correctly.
