Its a sloppy program and each dealer operates differently - some are good about it and others tend to be sloppy about it. It is what it is though - a nice extended warranty for 2 more years and 100K miles - thats its greatest benefit. I went round and round on many of the items you have above (I have a really long version if you search on my name and dig around), but here are the answers to your questions (with my opinion blended in):
1) Tires - they need at least what we would consider 60% tread life left. Personally I would rather buy my own tires. If replaced they will likely give you OEM or worse so I would just use this as a negotiating item for price - my 2 cents on that one. The ones that came on my CPO had ok tread, but were 5 years old! Needless to say I got some of my own - tires are an important purchase.
2) Brakes need to have 60% or better life in CPO terms. You can feel the edge of the rotors for wear or have the mechanic look at it.
3) I was told this is up to interpretation. My Viggen had a damaged lower grill and it was a CPO. I complained to Saab USA and the dealer and nobody cared. When they say body damage they mean no accidents. Car should be visually pleasing, but we all have our own standards for that. Mine are higher than the CPO program, but thats no surprise. Again another bargaining point. Go to a paintless dent place for $75 and get it fixed yourself the right way.
The extra is for the warranty - I think dealer cost is 900 to 1200 for the warranty - thats worth it in my opinion if you plan to keep it and run up the miles. They have the right to list it if they believe it will certify.
In my case I flew in to pick up mine - all my issues were reported within 48 hours and 1000 mile drive home and verified by my local dealer. The reluctantly fixed almost all of my issues. The rest I took care of myself to make for an awesome Viggen.
