That is strange... if you lose your turbo seals, the oil would enter directly into the air stream, and the oil would be burned in combustion. How is the oil level in the engine?
I have the same engine, in a 99MY 9-5SW, like Ian's. From other posts on this site, if you misfire, the engine control module cuts the spark, so unburnt gasoline goes directly into the exhaust, and that will definitely kill the catalyst in the converter.
Based on the price they gave you, they must be changing the oxygen sensors and other emission control hardware too. Did you have an extended warranty? I think emissions control is covered under Drive Assured, and I am not sure about GM extended.
An independent way of checking the garage story is to take it to a Drive Clean facility (if you are in Ontario) and get the printout from the test... if you are really passing oil out the tailpipe, or even smoke, the car's hydrocarbon levels will be very high. Could be $35 well spent.
