You can't get a car Certified that you buy from a private party. It must be purchased from a Saab dealer, "in conjunction with a Sale by a dealer". If you are buying your leased car at the end of the term then the dealer can CPO it for you, if they are so inclined.
There are many extended warranty products that mimmick a CPO warranty. That is coverage to extend the factory warranty from 4/50 to 6/100, bumper to bumper, zero deductible, is availible from almost all extended warranty companies, so that may be what you heard. The thing to note is that the Saab factory CPO costs only $1,200 vs $2,000-3,000 for the same/similar coverage through other extended warranty companies. So the Saab CPO is a deal for the consumer.
And you could always ask a Saab dealer to de-certify a car and save the $1,200, that's entirely possible, but seldom done.
