I bought the WIS a couple of years ago (when it was the only option available) for somewhere around $150. It has saved me far more than that since by providing me with exactly the information you are looking for.
Now Haynes has issued a manual (4-cyl cars only) which sells for under $30. All-Data sounds great now too, earlier they had very limited information on the 9-5, but I don't know if the subscription needs to be renewed annually. Plus you have to print off the info which is another cost and convenience issue.
Saab also has their own technical information site which does require renewing your subscription, IIRC http://www.saabtechinfo.com, but it will provide the most current information and service bulletins. Subscriptions can be as short as one day.
I don't think you can go wrong with any of these options. Just don't buy the EPC (Electronic Parts Catalog) as a service guide - it is a parts catalog just as the name implies. Useful, but not as a service guide.
