Hi, Apu.
You didn't mention what your actual gas mileage was, and I'm not sure I remember how far it is from Philly to DC. Next time you fill your tank, reset your trip odometer to zero. (I reset mine every time I fill up and keep a fuel log in the car.) On the next fill up, note the mileage and how many gallons of gas you bought, then do the math.
Typically, on the highway, old 900 Saabs in good tune get mileage around 27 plus or minus 3 mpg. It is not uncommon to have problems with the fuel gauge sender unit in the gas tank, so your fuel gauge may tell you you're out of gas long before the tank gets low. Also, due to the shape of the gas tank, the gauge seems to move a little more quickly from 1/2 to 1/4 than it does from 3/4 to 1/2. It's not linear at all. How much gas did you put in when you filled it?
If you really ARE getting low gas mileage, like below 22 mpg on the highway (that's steady cruise-control type driving, not lead-footed accels, and tailgating with heavy braking) then something's wrong. You mention that you had an oil change and exhaust work done -- it's very possible someone accidentally disconnected a vacuum line or did something else to impact your engine's efficiency. Checking for loose, disconnected, or leaking vacuum lines is part of the Saab "religion" so take a look under your hood and follow some of the lines (especially around your oil filter area) and see if you spot anything unusual.
