You should get way better gas milage than that from DC to Philly! I just bought a 86 900T from a guy in Philly and the car had sat for the good part of a year. I filled the tank on the north side of Philly and drove the car home. It took less than a 1/4 tank to do so. Also I drove my 87 900S to get the car and the needle barely moved in the drive up. I would suggest the simple things first ie plugs, cap, rotor, clean throttle plate and set specs change fuel and air filter, etc. I bought my wife a 87 900T and she drove it from here, Baltimore to State College PA and used almost a whole tank going up. It is a 2 1/2 hr drive. I did all the thing mentioned above and now get that 24 to 27 highway miles. Don't overlook the obvious.
