agree, cutting springs not usually good idea ... but for old tall fronts, 1/3 coil removal from ea end of ea spring has no change in rate, since these are inactive ... in coil bind under load or partial load. No need to mess with rears regarding rate.
they may call it retemper, but it aint. springs are usually cold wound after heat treatment. HT is heating to around 1800F and oil/air/ or water quench for dead hard (brittle) condition. It is then tempered (reheated) likely around 700F to soften a bit and toughen. Temper is a few hours, and may be doubled or tripled.
Reheating after time to temper temp or below does little except possible distorion .... heating higher softens/distorts more. Reheating to 1800F and coils would distort all over.
Leafsprings used to be re-arched ... a cold set process as I recall.
