Which came first? Chicken or the Sunroof Drain

I posted an earlier message about a leaky sunroof-some water stains are apparent right above my head when the car ('86 900T) is parked on an up angle in my driveway after the rain. (New headliner put in last summer). I assume (rightly or wrongly) that the sunroof seal is not forming a tight seal allowing in water runoff that is now forming on the interior sunroof panel fabric.
Question; the sunroof has a rubber u-shaped lip/seal around its perimeter that forms an (occlusive) seal between panel and roof. However, the sunroof box has drain holes leading to various drain points on the car. These drains seem to be working ok when I tested them by pouring a test pour of water in them.
Is the sunroof rubber u-seal supposed to keep out ALL rainwater or just the majority of it and the drains are supposed to route away the rest?. My theory is that the seal is SUPPOSED to keep out ALL the water if the seal is tight an functional. Which came first-draining wise, the sunroof seal or the sunroof drains??
