Here is a link out to '89 -90 headlight systems - not exactly the same, but close.

Basically, the headlight relay handles two tasks - switching between high and low beam, and high-beam flash. If the headlights are off, if you pull the high-beam stalk, the high beams will flash. This works even if the ignition is turned off.
My guess is that you may have a problem with the high beam flash switch or wiring. If that wire connects to ground, it's the same as pulling the high beam switch, which will turn the lights on even if the ignition is off.
It's hard to read the diagram, but pull the relay and measure resistance from pin 8 (5?) to ground at the socket. The car should be off. Wiggle the high beam stalk switch. If you see continuity, then I'd suspect the switch or the wiring to it.
The other possiblity is the relay is sticking. With the relay out of the socket, measure resistance from pin 30(?hard to read the diagram) to pin 55A and then to 55B. It should be an open circuit. With the relay de-energized (as it would be unplugged), you should get continuity from pin 55 to probably 55B.
