Connect one lead of meter to battery(not dist)side of coil and the other lead to ground. If the meter has a battery, check that it is not leaking. Got to use my 30 year old Sears meter on a 1963 F-85 recently (knew I shouldn't throw it away). The old GM engines had a little trapdoor on the side of the distributor so that you could set the point gap with the engine running using the dwell meter. We used my old vacuum gauge to set the idle mixture at max manifold vacuum.
I am not sure if you can safely use the analog meter to check duty cycle on computer controlled components, but you can use it on the coil to read RPM. I have no idea what the dwell reading would be with the Hall effect diistributor.
The vacuum/pressure gauge reads inches of mercury. 30 inches of mercury equals 14.7 PSI, so you can approximate 2 inches of mercury for each psi of pressure or vacuum. Hook a hose up to your manifold and see if it works.
