If the turbine is binding up, this will cause lots of backpressure, which in turn will choke your engine and cause the hesitation.
After enough backpressure, the turbine starts spinning again and everything is cool!
This is my guess.
Take off your intake tube and move the compressor blades back and forth, in and out. With my turbo I cannot move the blades side to side at all, in and out is about 1mm or less. However, most older turbos do move a little bit in all directions. Just see if it's really excessive.
