If your radiator is fine, you could have an air pocket in the coolant. In fact, do this first before suspecrting the radiator. If the expansion tank is low, fill it while opening the bleeder valve (on the thermostat housing) until you begin to get a stream of fluid. Keep the heater on to get complete circulation of the coolant.
My fans begin to cycle on when the gauge hits 1/2 up. Normal operation is 1/3 of the way up and I use an 82C thermostat year round on Long Island.
