I had a similar problem. I'd replaced both thermostat and fanswitch to no avail. I was freaking out over the possibility of a radiator replacement. Then I brought it into the shop and they found the thermostat was defective. A brand new one solved the problem.
So, barring a bad thermostat, I'd say first replacement the fanswitch as recommended. You should notice the fans kick in before the needle flirts with the red; the car's electrical system will sort of "lurch" with the new load. If the fanswitch replacement doesn't take care of it, run the car until the thermo needle hits green, stop it, and put your hand near all areas of the radiator and feel for heat. If some places feel much cooler than others, then the radiator isn't dispersing the coolant as it should, and needs replacing. In which case you ought to replace the hoses too. That should take care of it.
