"Hardwiring" Turbo

My mechanic says he can "hardwire" my turbo. I don't know too much about this yet, but has anyone ever heard of this? Evidently it bypasses something or other, and boost is always at my discretion. However, the chances of killing the turbo are about a 100X more likely, but only if I am a fool about it. As long as I don't redline it for ages on and on, I supposedly should be alright. My mechanic and I have been friends for some time, I trust his insight, and we both are Saab freaks and are ever-omnipotent for the quest for power and performance. Anybody ever done this? In the name of performance, blowing a turbo is not so good, obviously, but something I can definitely circumvent cost-wise if need be (I have several parts cars with turbos in good shape.)
