I would guess the voltage regulator has died, causing the volts to go sky high and then knocking out (probably several) electrical components essential to running the car.
I thought your were going to suggest this as a parts car. Seems dubious as a daily driver, for all the reasons you mention. If your friend were to offer $200 and take it away, then he could fix it at his leisure. My guess is that a lot of electrical equipment is fried and it will take considerable time to track them all down and repair them. Not too much money though if he does all the work himself, since electrical parts are cheap.
So it he has time and a little money and a good manual and $200, why not?
