I disagree entirely Ari... bolting a turbo onto a non-turbo engine would probably be immensely satisfactory. Assuming you keep boost levels safe, the higher compression engine would make for increase drivability in traffic and decreased fuel consumption on the highway, and the boost would make up for some of the inadequacies of the B202/C900 engine combo. From a general standpoint, I think a turbocharged NA engine is probably just fine - just talk to those guys running 300hp Acura GSRs!
In terms of a Saab conversion, it *can't* be that much work. I just dropped a 16v engine with LH 2.2 and Hall-Effect ignition into my 1980 5-door and it wasn't that much work... honestly two solid weekends of it, and in the process I did a ton of upgrades. It would be best to have a donor car, but I suspect the parts list would not be that extensive, and moreover assuming you have a "modern" c900 to start with you wouldn't have to do all the rewiring and drilling that I had to do.
When I get my webpage back up (if, heh) I will have the writeup on the 16v->'80 swap - that should go a long way to de-mystifying this.
