'91 900S, 2.1L, 5 Speed, 100K

I've been through several of the posts concerning similar problems (though not all of them), but cannot find something that describes my current situation.

Subject pretty much describes the symptom. Neither of the fans ever come on, even with the A/C switch turned on. This happened quite suddenly (A/C and both fans inop), and seemes to coincide with my replacing the valve cover gasket last week, but I can't find anything there that looks disconnected.

Temp guage used to never go above the one third mark, even in Houston's summer heat and traffic jams.

Currently, car cools down at highway speeds (down to the 1/3 mark), so I've ruled out anything wrong with the radiator or water pump. I have not directly fed 12v to each of the fans, as I doubt they would both instantaneously go bad.

I've shorted out the thermal relay at the top left of the driver's side radiator to no avail. All fuses check good. The two (maybe three? - two silvers and one black) relays look good. I'll be checking their feed voltage and pulling the fuse block (bottom connections check) real soon.

The relay that sits inline with the top radiator hose, is that the thermostat? Should I open the connections or short them to do a quick check.

What am I forgetting to check?
