Thanks Kevin. That helped clear things up, especially for the in-hose relay. I'll do your a/c fan check later today.
Did some more investigating last night. I went ahead and hotwired each fan anyway just to totally eliminate them.
Turns out that the reason nothing happens when I short the thermal switch, is because doing so blows fuse #25. After unplugging the thermal switch, the a/c in-hose cut out relay, both fans, and both a/c relays in the fuse box, (which cost me a couple fuses) I localized it down to the time delay relay. The diode between terminals 80 (which somehow is connected to the thermal switch) and 31 (ground) is shorted.
I don't know if it went bad on its own or if something else caused it. I'll replace it (and maybe the IC chip for good measure) today and let y'all know what happens. If it fails, I may go ahead and do the TSB mod on it and just use a regular relay.
Now that I think about it, fuse #25 has blown three times in the past couple months. A new one would work for a while and then go out again with no warning. Maybe I'll get lucky and this'll get fixed too.
