The converter being plugged would be a FAR more likely cause of low boost, But I am willing to bet it is the APC system that is at fault.
It sounds as if you may have one of those mechanics that has forgotten the basics. I mean no disrespect to him or the profession when I say this but it seems as if we are seeing more and more mechanics that are looking at computers and high dollar items and forgetting the basics. The result of this is you get your car back and the mechanic says"O yeah we took it apart and the Catalytic converter was plugged too, so we changed it as well" End result your mechanic gets to charge you for your new turbo that you didn't need and he gets to sell the old one to the next guy.
Do this first:
Above the radiator there is a little thingy with three vacuum hoses connected to it, find the hose that goes the farthest down[connects to the turbo]Disconnect it from the turbo and plug the hose,drive the car If you stomp on it and it has wads of boost and the car shuts off and starts like you turned the key off and on Not only do you have an APC problem but your overboost fuel cut off switch is working properly[no you won't blow it up], reconnect hose.
If it still does not boost into the red area of the gauge check the air filter. then take it back to your mechanic and have him disconnect the exaust system in front of the converter and drive it, If it boosts then you have a clogged converter.
Turbochargers do not just wear out and reduce the amount of boost they produce. The tolerances are very tight inside between the wheels and the housings but unless the bearings are shot[wads of smoke out the back] they never come in contact with the housing.
There is one final scenario here. That your machanic drives a Saab turbo and he wants to put your old good turbo on his car[the turbo you have is a better unit than the older ones]Just something to be aware of.
