On my '90 SPG I fought with a persistant and variable high idle for a couple of weeks. It's very difficult to keep from tinkering but it will only make things worse in the long run. Start with vacumn leaks. Use the cap off procedure or an unlit propane torch; the idle will increase even more when you spray propane around a leak. Also keep in mind that the leak doesn't have to be on the engine; it can also be on a remote part or connection, including hoses under the dash! Do the individual bently tests, but if the test works DON'T mess with that item; go on to the next.
My particular problem on the LH2.4 system was caused by a stuck open Evap Emmisions Cannister Purge valve. Valve stuck open allowing gas vapor to be drawn directly from the tank into the intake. I found it by disconnecting and capping each line, one at a time until the idle dropped. Then chased the hose to see what was at the other end.
Good Luck
