I'm sure others on this board will agree that your pinion bearing is shot, and yes, you need a new transmission. The whining is the classic symptom. However, the pinion bearing was beefed up in '89 or '90, so this kind of failure should not afflict your '93. Maybe you just need to re-lubricated the transmission after fouling it w/ water. (Check owner's manual for proper oil.) 128k is not a lot of mileage. Good luck! (Is your mechanic a Saab Specialist?)
