My guess is that the wastegate is stuck or the diapham has failed. This is NOT a good thing. With the engine cold, get underneath and see if the wastegate pivots easily, or use vac pump to check the diaphram. If stuck, CRC brand "Powerblast" is a spray lube that doesn't break down under intense heat. A few sprays while manually moving the wastegate will probably free it. If the diaphram has failed, it must be replaced. My last used Saab came with a stuck wastegate, and the boost was incredible, however, with the wastegate inopperative, your knock sensing circuit is also disabled.
