Well, If properly welded (you could find a certified pipe welder if your paranoid) the new portion of your car could easily be as good as new, or better.
I couldn't imagine wanting to do this with the engine in the car, which would bring you to whatever tranny/engine maintinance your budget supports. Basically, any time you get into metal work, you open a can of worms. It probably makes sense if you are willing to go there, but it can be expensive in the short term.
