something the mechanic does do or has done, you want it done well. everything in the area will have to be removed to allow full access to the repair section. all rusted material should be removed and about a half inch overlap into good material. all paint and coatings should be pulled back from joint as well. the insert should fit in the cut out with about 1/8 gap or so. it should not be much more or less; it will be tacked into place. when the weld bead is laid, a root pass should be made on one side only and additional passes to raise the crown of the weld above the surface of the insert and parent material. once the first side is done (this is an imporant part), ensure the back side of the weld is 'v' cut into the root pass of the first weld on the other side. then the same process is completed. if you do not have a double continuous weld (or both sides welded all the way around), it will not be as strong as the previous structure. if the area is such that a weld can not be made on the back side (due to location, etc.) then a backing bar can be used and the first weld will penetrate fully into the bar. fit up will require a slightly wider gap then. this is the same standard we hold the marine industry to when we inspect ship building and repair. normally there are tests done to ensure a full pen weld. but you can just check to see that a nice solid bead has been laid on both sides without a lot of overspray. fwiw, this is a process that is best left to a body shop, not a mechanic...
