Not a wax expert, but have found some causes of swirls the hard way ;o)...
1. any oil, fabric softener, or even detergent in your polishing cloth can leave swirls you just can't work out with elbow grease. Therefore, try using either new 100% cotton terry or, if rags, must never have seen grease, are well washed and rinsed, no softener recently in either machine (wash, dryer).
2. both to get a good base to work from, and erase existing swirls, consider buying a polish (aka "cleaner", "glaze", "renewer"; not wax, but super-fine abrasive only) and do car tip to tail - you'll be amazed at how slick the surface can be made i.e. how rough it really was before despite waxings.
3. it's a natural tendency to apply wax too thickly - but it only takes a "haze" of wax, not a colored layer of spackle. Try to stretch it out next time and see if that helps.
4. look for other source of contaminant on the car (or elsewhere). On my '85, the hood gets awful swirls sometimes. I *think* it's dye contaminant (bleeding) from the re-dyed chip guard tape on the front lip of the hood. Maybe it's silicone road contaminant, but why only hood I dunno.
