OK ... It wasn't clear from your original description whether you let them sit together for a few hours or whether you tried to start the dead one immediately.
We all assumed that you tried to start the dead one immediately without a longer term charge on the original dead one.
If you had let them sit together without running the live one while they were tied together then, yes, you discharged the battery in the live one. On my '89, the only time that the cigarette lighter is live is when the ignition key in the RUN position. You didn't say what year the other car is, but that car's lighter may operate the same. When the ignition key is in that position, all of your other electrical loads are on line if they haven't been turned off. That's probably why your battery discharged.
It may be the case that it was low on charge to begin with or it has a bad cell.
A SAAB will easily start on a battery that has less than a full charge, but not down to 15%. So, without being there to look at your charging system to measure things, we can only guess at what it's general health is.
