All the lighting you describe -- power windows, fan, interior lights, etc. -- goes through a small black rheostat on the dash. It's to the left of steering wheel and behind the turn signal stalk. It looks like the 3 knobs in the instrument panel you use to reset the clock or you turn for instrument lights (yes, a second rheostat just for instrument panel lights). Try turning it and fiddling with it. If still no go, either the rheostat is bad, or the wires are disconnected. Either way requires removing knee bolster, maybe a 30-minute job for first-timers. You can get a replacement rheostat at dealer or at one of the sponsors of this BB.
The A/C, recirc and hazard lights work when pushed because they get power through their switches. This allows the lights for these pushbuttons to shine brighter when pushed. Sorta of a 2-stage light, dim when controlled by the dash rheostat (or dark in your case), bright when the respective switch is on.
As for the heat, this could be either no heat from engine to heater core, or the rod from the heater switch to the core isn't connected.
Start with the rod because it's easiest. If rod is connected, you should feel some slight resistance as you turn the heater dial switch up for heat. If no resistance, pull the driver's side speaker grill and try to find a rod coming from the heater dial. This rod should be connected to the heater valve through a white plastic connector.
If that's OK, you want to feel the hoses going to the heater core. Go to engine compartment and find two small 1 to 2" hoses going from engine block through firewall. With car warmed up and heater on full, you should be able to feel hot water passing through the hoses. If not, check whether the thermostat is made by Saab. Lack of cabin heat is common when the thermostat is not OEM.
