Yeah. There's a cable and campulley system that controls the blades. Likely, the cable has slipped off the pulley.
You can remove the whole panel with motor and wiper assembly withought too much trouble. Rerouting the cable's a bit trickier (for me anyway).
I borrowed another one from my mechanic, laid the two side by side and redid the cable on mine to match, using screw drivers & such to nudge the cable back into place. If I remember right, you can also remove a tension pin that holds the pulley to the shaft, slip it off, route the cable, then reinstall the pulley. I think that pin also has a tendency to shear off or come out, so maybe that's your problem.
