and took it to a SAAB indy mechanic near the testing station. He replaced the plugs (which were NGKs in fine shape) with the hotter NGKs and took the air filter out, then took it over to the test station and it passed. Cost me about $60. I never have figured out if this was a complete ripoff or what. Mechanic told me my car ran perfectly before and after all this. He thinks emissions regs are screwy for older cars (mine is an 87 900t).

None of this makes as much sense as what Ari said. In fact, if anything pulling the air filter should have introduced more air which would make the engine run leaner. Hotter plugs should lead to more NOx and less hydrocarbons, but my HC was fine. It was cheaper than a cat though and I got my sticker so maybe it is best to just look the other way.
