The simplest way to dramatically reduce NOx production is to adjust your timing. On my '86 900S I had to reduce static timing to 12 degrees, but it sure made a difference. You have to be sure your ignition system is in good shape, however, since introducing more retard gives less time for things to combust... Regardless, the car will feel *really* sluggish at 12 degrees, but it's within spec and may be enough to get it past.
It may also be worth stopping by your local GM Dealer and buying a couple cans of "GM Top Engine Cleaner." Read the instructions carefully and follow them exactly. This stuff does a wondrous job of cleaning out carbon deposits in the cylinders which will reduce engine temps and thus NOx production. Be sure you use it in an unpopulated area, as your car will smoke like crazy for 20-30 minutes PER CAN.
If this doesn't help, you may be looking at a new catalytic converter. You can test your cat with one of those cool infrared temp sensors... Be sure your cat is heating up, and be sure the temperature AFTER the cat is cooler than before by about 10-20%. There's more info on the link below, but if your cat isn't heating up, or the exhaust isn't warmer *after* the cat, it isn't working.
