I usually TOTALLY agree with Ari, but this time it's only a 50% agreement.
NOx is polutant produced inside and engine and is caused by high internal cylinder temperatures. NOx is the only one of the major polutants that is not inevetable. you are guranteed to get CO and HC, but you only get NOx when something is wrong.
While a lean mixture is ONE of the reasons (and usually the most likely), there are a number of others.
1 Mal-adjusted ignition timing
2. Faulty advance/retard mechanisms.
3. Cooling system problems (cauing overheating)
In addition, there are two major items intended to control/reduce NOx.
1 Faulty EGR operation.
2. Failed Catalytic convertor.
The upshot is (as Ari so rightly says) start looking and diagnosing the problem and stop throwing new parts at it. It could get REAL expensive.
