No...if you have 12VDC to the injectors at the red/blue...then the injectors are powered...but they are just waiting for the negative wire leads to be connected to the car body by the ignition control box. Unplug one of the injectors, crank while looking at the voltage...see if the meter jumps.
The ignition control unit will stop the ignition and I thought the fuel pump if the ignition pulse signals are not getting to the control unit from the ignition pulse amplifier (in the box on your drivers side fender)...also check fuse #22 for voltage coming out of it...it powers the control unit...if you are an automatic check fuse #13 for voltage output.
