Here's how its supposed to work...
When the engine's not running, the gas tank vents through the charcoal can. The charcoal traps the gasoline vapors so they don't go into the air. If you remove it, don't plug the vent line & cause excessive pressure in your gas tank.
When the engine's running, it sucks a small amount of air in through the charcoal, which evaporates the gasoline "stored" in there. The amount of air & fuel is pretty small, so the LH compensates because it's measuring excess air anyway (O2 sensor). The valve on top of the canister opens a few times every second(??) when idling, you can hear it tapping. You'd have to figure out a way to make that happen with the new ECU. Controling the ELCD is probably not very profound, because the O2 sensor provides feedback for A/F ratio. If your new ECU uses the O2 sensor, you might not even have to worry about A/F ratio.
