If what my Mechanic has told me, it is part of the EGR system found on most California cars. Which is interesting because mine is from Mass. Anyway, he has told me to just take it all off, meaning the EGR sys. It is not needed and robs usefull power from the engine. If you look at the exhaust manifold you will see a pipe with an accordian looking heat-sink that is attached also to the underside of the intake manifold. That is also part of the EGR sys. Take that off and plug the holes: the exhaust with a bolt and the intake with a plate (this you will have to make yourself) and make sure you seal with something (gasket seal). I haven't done this yet and if there is anything wring with what I'm saying please correct me. Pat Price?
