overheating and fan problem

I have a 90 900t that over heats while idling. The car runs cool while driving. I replaced the thermostat and thermoswitch a few months ago. The problem is the fans are not coming on. I bypassed the thermoswitch and the fans did not come on. All my fuses are fine. My A/C fan never came on before when I turned it on but the other fan would come on when the engine got hot in traffic. Is it possible that this could be caused by a bad relay or other electrical problem? Also, after letting the car idle to see if the fans would kick on the car almost went into the red. I turned the car off and took the key out of the ignition. I came back a few minutes later and my passenger side fan was on and turned off after a minute or two. Anyone have any ideas what this could be? Thanks in advance.
