if u blow fuse with no fan relay/jumper installed, just shorting fan-switch wires ..... could be ac loop problem.
try pulling ac compressor relay (see link), and repeat your test. still trouble, test all wiring linkin rad fan and ac compr relay.

to get going with 1 controlled fan:
1) verify fan works with isolated volts and ground, power from relay slot 30.
2) disconnect fan switch wires, toss fan relay, and jump slots 30 and 87, 16ga soldered jumper.
3) verify 12v, key off, at one of fan switch wires. connect that one to switch. make jumper to go from other switch post to the uncoupled fan connector. use bentley to help on wiring. make a ground wire for tha fan.
4) verify by shorting fan switch leads together ... fan on key on or off.
