The problem probably is the radiator, just as you suspect. There was nothing wrong with removing the thermostat, all that did was open the radiator circuit even more than an open thermostat. The tstat/upper radiator hose go ONLY to the radiator. The cooling you are getting from the heater core means that you are almost surely getting good water pump flow.
How did you get to the point that the radiator is removing less heat than the heater core? If you flush coolant every two years and use a chemical cleaner like Superflush every 4-5 years, the radiator should provide good heat transfer for the life of the car. Maybe there is a piece of plastic or rubber that got in the radiator and is blocking flow?
