Dangling spring huh? I guess it is shot. What the valve does is allow a small amount of exhaust gas into the intake manifold which mixes with the air which then mixes with the fuel and burns up. It's purpose is to lower the ignition temperature somewhat and helps reduce nitrous oxide emissions. Most modern engines have other ways of doing the same so they've essentially been discontinued. But many states require them as original equipment when getting a smog test. If it says in their manuals that such and such car during such and such years must have a working EGR system, then it has to have one to pass the test. They are available as replacement items because many cars, like ours, are still around that need them. The car will run fine without it. Many owners of the classic 900 opt to remove it and plug the holes. Until you replace it or remove it, you do need to close off the leaking vacuum hoses - either remove them and cap (car parts stores sell little rubber caps for that purpose) the orifice(s) on the throttle body, or clamp/tie them somehow. Actually, if you have a two port valve (you indicated that you do) which means two vacuum hoses connecting to the valve from the throttle body, a simple way to close them off is to run a single short hose between both throttle ports. That will help with the idle problem.
