This is based on a '89 wiring diagram, so check for differences.
Take the fuel pump relay out, & check its socket... Pin 30 of the fuel pump relay socket should always have 12v, regardless of ignition switch. Pin 86 should have 12v when the ignition is on. If you jumper the socket from pin 30 to pin 87B, the fuel pump should run, even with the ignition off. If not, then check out the wire from pin 87B over to fuse 30. It goes thru a 6-pin connector near the air intake housing, grey/red position 3; check for corroded or loose stuff.
Then put the relay back in but find a way to connect a jumper from pin 85 to ground. Then the fuel pump should begin running as soon as you turn the key on, before you start the engine.
