Alcohol aside, I'm pretty sure it's standard procedure to treat a malfunctioning stoplight as a stop sign. If you were *in* the intersection when the minivan entered it, it seems to me they'd be at fault. I can't imagine it being any other way, unless the speed limit for cross traffic was relatively high (say, 35 or 45 or more) and the minivan driver could argue that you ran it and/or they couldn't stop.
You need a lawyer, and you need to talk to someone familiar with Washington laws.
