Valve cover nipple doesn't hold vacuum. Turbos have a check valve somewhere, but I don't have a turbo. The idea is that the "air" sucked in thru the small hose is a small amount & it contains oil vapor which is sort of combustible. If you replace that small vacuum hose with a big fat one, then maybe you'll have troubles?
Charcoal canister itself doesn't hold vacuum. The rest of this answer depends on what year car you have. The little valve on top of the charcoal canister closes, then the hose going to the manifold holds vacuum. When the valve is open that hose sucks air thru the charcoal into the engine. When the engine is running that valve is cycled open & closed by the LH ECU. I'm not sure if its open or closed when the car is turned off. Plug the tube at the canister, then check if it leaks by sucking (Mityvac...) on the manifold end.
Vacuum leaks under the dashboard can certainly cause a bad idle. My '89 can sit parked overnite, then the vacuum reservoir still has enough vacuum to move the dampers in the morning. If you have a leak in those hoses, it will leak thru the vacuum reservoir (RH fender) & into the manifold. That's un-measured air just like any other vacuum leak.
