If the fans don't come on until the temp is at 3/4, how do you expect the car to cool down?
While moving at highway speed, there is enough air blowing on the radiator to cool down the coolant/engine. When you are moving slower, there isn't enough air blowing on the radiator, which is why the temperature guage rises in slow traffic. The fans come on when the temperature reaches a certain level in order to provide the air necessary to cool things down. Therefore, i once again reiterate that it sounds to me like the fans are coming on late, and need a new thrermoswitch.
Here's another test you can try to check... drive around like you normally do on the highway, and i'll assume the temp guage will be at 1/2 way (like you stated earlier). Then, before you pull off the highway, turn on the A/C button but don't have the blowers on. Turning on the A/C button manually turns on the fans. I'll guess that your "running hot" problem won't occur in this scenario, thus reinforcing the probability that the problem IS your fans turning on late.
