Yes, it ocillates because it climbs up, then there is an high idle fuel cutoff which drops it back down, then it rises up again, repeat ad infinitum.

I have the instruction for resetting the idle plate, but I have not done it yet (I just incurred the idle problem Sunday when I put in the injectors). I plan to do it within the next couple days. Since you are not in any desperate need, I'd prefer to do the repair and make sure it is right before I post the directions (since I have not done it, I might have the directions wrong). Let me know if you want me to post what I did after I've corrected it.
