If you really want to pursue it, I would start with replacing the O2 sensor.
The O2 sensor (when hot) have a oscillating voltage reading between approx 0.1V-0.9V. This signal makes the fuel injection computer switch between lean and rich mixture.
This switching between lean/rich mixture is must for the catalytic converter to work properly.
You can have a good cat, but if the O2 sensor doesn't oscillate and subsequently make the ECU switch between lean/rich, the cat gets saturated with one or the other gas and stops working.
I have seen many cases where a "lazy" O2 sensor have made the car fail smog, with similar readings like yours, and with a new O2 sensor it pass with flying colors.
If the car is driven to long with a bad O2 sensor, it will hurt the cat.
Your 91 is equipped with a check engine lite that will come on when something is VERY wrong. It will NOT come on if the O2 sensor is only lazy.
