I've heard of it too, and they say it works. But I rather find the "real" problem to the failed smog.
But in your case, is it running rich because the "mods" forces more fuel through the system?
I guess if it's not possible to lean out the mixture by backing the AMM to it's minimum, something must be pushing unburned fuel through the combustion chambers (oversized injectors or higher FPR pressure).
I am not too good in "modded" cars (have a heck of a time to stay on top of the factory equipped cars) so I can't say for sure what made the "way to rich" syndrome.
Carl J is defenitly the pro for things like that.
Other things that helps is that the tire pressure is right(absolutly not on the low side)
A cool running engine is a big help too, (new rad with cool fanswitch and thermostat)
